Yes they are silicone, but the skin that is wrapped tightly around them is real. I can assure you they do not squeak when you chew on them.
I guess if mine were full of silicone they too wouldn't hurt when being chewed on. I prefer a much softer approach. If God had intended them to play sports, He would have put them on a man. :)
